Net Neutrality Law

In 2011 Chile started to implement a Net Neutrality Law that is pioneer in America. We develop the tool to fulfill the requirements for 4 of the largest MSO in the country.

Reference

The Chilean government promotes the Net Neutrality Law since 2011 for all Internet connections, and the MSO must compliance a list of test over 3 differences ambits of destination. And generates quarterly reports to fulfill the requirement. All service packages must be tested and deliver the results of the test and those results are published on Subtel (Government Entity for Telecommunications).

Challenge

Develop in less than 2 months (very short notice) a full server and probes that complies all aspect of Net Neutrality Law. Import equipment and put Test Servers at local network, at other national MSO and in any point at Europe or North America. The first report must be delivered at the third month. Finally we develop the tool to fulfill the requirements for 4 of the largest MSO in the country.

Solution

We develop a platform to administrate all probes connections and operate the daily based requirements, interventions, annotations and tests. And the probes were based in an embedded Linux Firmware + Software that collects the data and synch the configuration and parameters from the sever. All relevant administration are made on the server and the probes checks con changes every 5 minutes. The system is running since 2011, with some changes in the reporting tool.
